The report points to a bigger renewals programme under RIS3, along with challenges around signs, CCTV and signal technology. That matters because network changes and roadworks can create knock-on effects long before they become an insurance claim.

• where vehicles may need to stop if routes change
• whether goods in transit conditions still work for longer or altered journeys
• how temporary depots, subcontractors or overnight parking are handled
• whether fleet schedules and insured vehicle use still match the work being done
